Philippine Energy
Labelling Program

A national regulatory scheme established under Republic Act No. 11285 that mandates standardized energy performance labels on Energy-Consuming Products (ECPs) sold in the Philippines.

The program sets Minimum Energy Performance Standards (MEPS) to prohibit inefficient products from entering the market and uses a 1-to-5 star rating visual label to help consumers compare energy efficiency and save on electricity costs.

COMPONENTS

  • Minimum Energy Performance Standards (MEPS): Mandatory baseline energy efficiency thresholds that every regulated appliance must satisfy to legally enter or be sold in the market.

  • Star-Rating System: Energy labels feature 1 to 5 stars—more stars indicate higher efficiency, lower power consumption, and greater electricity cost savings.

  • QR Code & Transparency: Labels include a scannable QR code linking directly to validated product data, monthly kWh consumption estimates, and official DOE registration details.
