Government Energy
Management Program
A mandatory government-wide program institutionalized under Republic Act No. 11285 that directs all public entities—including National Government Agencies (NGAs), Local Government Units (LGUs), Government-Owned and Controlled Corporations (GOCCs), and State Universities and Colleges (SUCs)—to reduce monthly electricity and fuel consumption by at least 10%.
The program mandates government offices to lead by example in energy conservation, sustainable practices, and climate action.
KEY INITIATIVES
-
Government Energy Efficiency Projects (GEEPs): Directs the retrofitting of public facilities through high-efficiency solutions:
-
Switching to energy-efficient LED lighting.
-
Upgrading HVAC systems to inverter technology.
-
Installation of solar photovoltaic (PV) rooftop systems on government buildings.
-
-
Energy-Efficient Procurement: Mandates public agencies to procure only star-rated energy appliances and compliant lighting products under the Philippine Energy Labelling Program (PELP).
-
Operational Energy Measures: Strictly enforces operational guidelines, including thermostat controls (24°c room limit), turning off lights and electronics during lunch breaks or after hours, vehicle fleet trip rationalization, and strict prohibition of engine idling.
COMPLIANCE & MONITORING
-
Designated Personnel: Mandates the appointment of Energy Efficiency and Conservation (EEC) Officers and Focal Persons in each agency.
-
Monthly Reporting: Requires regular submission of Monthly Electricity Consumption Reports (MECR) and Monthly Fuel Consumption Reports (MFCR) directly to the DOE.
-
Audits & Spot Checks: Conducts periodic energy audits and random spot checks to ensure continuous compliance across all facilities.
